Wamatangi signs Kiambu County Finance Law 2025, Overhauls Licensing and Land Rates

Kiambu Governor Kimani Wamatangi has assented to the Kiambu County Finance Act, 2025, introducing major reforms aimed at easing the cost of doing business and boosting compliance across the county.

The new law establishes a more flexible licensing system by redefining the validity period for business permits. Instead of aligning with the traditional January–December calendar year, permits will now be valid for twelve working months from the date of issue. This means traders who obtain their licenses mid-year will still enjoy a full year of validity, a move hailed as fair and business-friendly.

To further support enterprises, the Act reduces Public Health Permit fees for non–food handling businesses by 50 percent, easing operational costs for thousands of traders.

Landowners will also benefit from a reduction in land rates from 0.25% to 0.15%, a measure expected to lower financial pressure and encourage higher compliance.

In a boost to the creative sector, the Act waives all fees for youth and content creators engaging in photography and videography in public spaces. County officials say the waiver is designed to promote creativity and expand opportunities in Kiambu’s growing creative economy.

The Act was passed by the Kiambu County Assembly on November 11, 2025, receiving strong support from MCAs who described it as a progressive milestone that simplifies licensing, reduces financial burdens, and enhances business continuity for residents.
