NO KCPE CERTIFICATE? KNEC Opens a Window for Candidates to Register for KCSE 2027
Individuals who do not have Kenya Certificate of Primary Education (KCPE) certificates can now qualify to sit the Kenya Certificate of Secondary Education (KCSE) examination after completing a newly outlined process by the Kenya National Examinations Council (KNEC).
This comes after KNEC announced new guidelines for the administration of the 2026 KCSE Qualifying Test (QT), a mandatory examination for anyone seeking to register for the 2027 KCSE examination without a KCPE certificate or its equivalent.
The Qualifying Test will be administered in September 2026, giving eligible candidates a one-time opportunity to regularise their academic records before registering for what will be the final KCSE examination series in 2027.
According to KNEC, the exercise is intended for individuals who wish to sit the 2027 KCSE examination but do not have KCPE certification. It also covers learners who missed the 2023 KCPE examination but were allowed to transition to secondary school with approval from the Ministry of Education.
“Interested in registering for the 2027 KCSE examination but do not have a KCPE certificate? This is your one-time opportunity to regularise your records and become eligible to sit the KCSE exam,” KNEC said.
The examinations council has directed all Heads of Institutions to identify Form Three learners in 2026 who do not possess KCPE qualifications and ensure they complete the validation process within the stipulated timelines.
Before registering for the Qualifying Test, affected candidates must first undergo a validation exercise by KNEC. Applicants will be required to submit an application letter, report cards or any other proof of having attended primary school, and pay a Ksh. 3,480 validation fee through a bank deposit.
Candidates who successfully complete the validation process will receive an official clearance letter authorising them to register for the KCSE Qualifying Test.
KNEC said registration for the Qualifying Test is already open through its online portal and will close on July 30, 2026.
Candidates will then be required to present themselves at their respective County Headquarters for registration with a clearance letter from their school for regular candidates or from the Sub-County Director of Education for adult candidates, an equation letter from KNEC where applicable, a soft copy of their passport photograph and either a birth certificate or a national identity card.
The council said the Qualifying Test will be conducted online in September 2026 at venues to be designated by County Directors of Education, while registration and other administrative processes will continue to be handled at County Headquarters.
Candidates will pay a Ksh. 3,000 examination registration fee through the eCitizen platform.
KNEC further noted that learners with foreign qualifications who are currently in Form Three will also be eligible to sit the Qualifying Test after obtaining the necessary equation from the council.
The results of the Qualifying Test will determine a candidate's eligibility to register for the 2027 KCSE examination.
“Take advantage of this chance and complete the required process within the stipulated timelines,” KNEC urged prospective candidates.
The council clarified that the guidelines apply specifically to candidates seeking to register for the 2027 KCSE examination under these special circumstances, adding that the 2027 examination will be the final KCSE examination before the full transition to the Competency-Based Curriculum (CBC) assessment system.
