Ruto Reshuffles Foreign Service in Major Diplomatic Shake-Up


President William Ruto, announced a sweeping reshuffle of Kenya’s Foreign Service, nominating a new cohort of ambassadors, high commissioners, consuls general, and deputy heads of mission. The move aims to boost diplomatic performance, enhance global presence, and align with the Bottom-Up Economic Transformation Agenda (BETA).

Key nominations include:

  • Amb. Galma Mukhe Boru - Addis Ababa, Ethiopia

  • Amb. Anthony Mwaniki Muchiri -  Ankara, Turkey

  • Amb. Lucy Kiruthu -  Bangkok, Thailand

  • Amb. George Morara Orina -  Dublin, Ireland

  • Amb. Abdirashid Salat Abdille -  Jakarta, Indonesia

  • Amb. Maurice Odhiambo Makoloo -  London, United Kingdom

  • Amb. Mohamed Ramadhan Ruwange -  Consul General, Arusha, Tanzania

  • Ms. Jayne Jepkorir -  Consul General, Dubai, UAE

  • Amb. David Mwangi Karanja -  Deputy Head of Mission, Seoul, South Korea

The nominations have been forwarded to the National Assembly for vetting and approval.

The President also confirmed additional appointments made under Executive Order No. 1 of 2025, issued on March 20, 2025:

  • Susan Nakhumicha -  Permanent Representative to UN-Habitat, Nairobi

  • Eng. Peter Tum -  Ambassador to Kinshasa, DRC

  • James Buyekane Muhati -  Consul-General, Guangzhou, China

  • Abdi Dubat Fidhow -  Consul-General, Arusha, Tanzania

  • Alfred Ombudo K’Ombundo -  Deputy Head of Mission, Brussels, Belgium

  • Geoffrey Eyanae Kaituko -  Deputy Head of Mission, Rome, Italy

These changes are anchored in Kenya’s revised Foreign Policy 2024, launched in December last year, which emphasizes international partnerships, regional cooperation, and sustainable development. According to Prime Cabinet Secretary Musalia Mudavadi, Sessional Paper No. 1 of 2025 seeks to enshrine the policy in law to improve transparency and citizen engagement in foreign affairs.

President Ruto’s administration has framed the shake-up as a strategic move to strengthen Kenya’s diplomatic influence, attract investment, and support economic growth. However, the ultimate impact will depend on Parliament’s approval process and the effectiveness of the appointees in their new roles.
