VACANCIES
Kiambu County Public Service Board wishes to recruit competent and qualified
persons to fill the following positions in the Department of Youth Affairs, Sports
and Communication. This is pursuant to Article 235 of the Constitution of
Kenya, 2010 and the County Government Act, No. 17 of 2012.
 

1. CHIEF INFORMATION AND PUBLIC COMMUNICATION OFFICER -
JOB GROUP "M" (1 POST)
Duties and responsibilities
Create, design and produce graphic artworks, motion graphics and web
design;
Use computer software to create electronic versions of designs;
Employ color, type, illustration, photography, animation, and various print
and layout techniques when designing project;
Develop material for web pages;
Design logos for products and businesses;
Develop signs and environmental graphics;
Create promotional displays, packaging, and marketing brochures;
Develop the layout and production design of magazines, newspapers,
journals, corporate reports, and other publications;
Meet with art directors to collaborate on design;
Supervise assistants during product design;
Develop new business contacts.
 

Requirements for appointment 
A Bachelor degree in Journalism or any other related field from a recognized university;
Have at least 4 years professional experience in a busy public or private organization;
Good command of computer skills and ability to conduct legal research;
Be computer literate, hardworking, innovative, good negotiation skills, proactive, self motivated and aggressive;
Have excellent communication and interpersonal skills;
Have the ability to work in a team and with no supervision;
Demonstrate excellent organizational skills and have ability to handle pressure;
Possess a result oriented approach to matters;
Demonstrated managerial, administrative and professional competence in work performance;
Satisfy the requirements of chapter six of the Constitution;
 

2. INFORMATION AND PUBLIC COMMUNICATION OFFICERS - JOB GROUP "K" (10 POSTS)
Duties and responsibilities
Lead communication, public relations and branding efforts within the department;
Proactively develop & manage the county government communication strategy by establishing and maintaining relationships with members of staff and committees relating to primary business areas;
Develop and implement a public relations and communications strategy around targeted agencies;
Coordination of internal and external communication programs including planning and development;
Identify, manage and execute tradeshow and conference programs;
Develop and maintain strong relationships with strategic partners;
Train and coach a senior team on marketing, government functions and communication strategies;
Collection, recording, editing, dissemination and publishing of all media content through audio, video and digital sources;

Requirements for appointment
A Bachelor degree or diploma in Journalism or any related field from a recognized university;
Have at least 2 years professional experience in a busy public or private organization;
Good command of computer skills and ability to conduct legal research;
Be computer literate, hardworking, innovative, have good negotiation skills, proactive, self-motivated and aggressive;
Excellent communication and interpersonal skills;
Ability to work in a team and with no supervision;
Demonstrate excellent organizational skills and ability to handle pressure;

Demonstrate managerial, administrative and professional competence in work performance;

3. YOUTH AFFAIRS AND SPORTS OFFICERS – JOB GROUP "J" (16 POSTS)
Duties and responsibilities
Proactively identify, nurture and develop talent;
Co-ordination of all youth affairs and sports activities within the sub-counties;
Identify, support and build vibrant network of youth leaders in the Wards;
Youth empowerment;
Development of sports;
Manage and co-ordinate variety of youth events;
Motivate, support and direct members of staff;
Implement national youth and sports initiatives /policies;
Manage financial, human and physical resources effectively and efficiently within the department’s policies and procedures;
Liaise effectively with other agencies providing services to young people and sports athletes, and represent the department in relevant meetings.
 

Requirements for appointment
A diploma in community development or social work. A Bachelor degree in community development or social work from a recognized university will be an added advantage;
Have at least 2 years professional experience in a busy public or private organization;
Good command of computer skills and ability to conduct legal research;
Be computer literate, hardworking, innovative, have good negotiation skills, proactive, self-motivated and aggressive;
Excellent communication and interpersonal skills;
Ability to work in a team and with no supervision;
Demonstrate excellent organizational skills and have ability to handle pressure;
Possess a result oriented approach to matters;
Demonstrate managerial, administrative and professional competence in work performance;
Be ready to be deployed in any of the 12 sub-counties;
Satisfy the requirements of chapter six of the Constitution.

Hand delivered applications should be dropped in specific boxes provided for each designation on the ground floor at the Thika Sub County offices between 8.00 a.m and 5.00 p.m on weekdays.
Applicants should seek clearance from and attach copies or evidence thereof to their applications for the documents below.

Criminal Investigation Department (Certificate of Good Conduct)
Applications should reach the County Public Service Board (CPSB) on or before the 11th September, 2015.
 

Shortlisted candidates will be required to produce their original identity cards, academic and professional certificates, testimonials, clearance and other relevant documents in support of their applications.
