Ruto Nominates Sossion to TSC, Names New IPOA Chair as Mwaura Redeployed

President William Ruto has made a series of high-profile nominations and senior Executive changes, including the nomination of former Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion to the Teachers Service Commission (TSC), the appointment of a new Independent Policing Oversight Authority (IPOA) chairperson and the redeployment of Government Spokesperson Isaac Mwaura.

In a Presidential Action notice issued on Tuesday, July 21, 2026, the Head of State nominated Dr. Duncan Ojwang Oburu to serve as the next Chairperson of the Independent Policing Oversight Authority (IPOA). The nomination has been forwarded to Parliament for vetting and approval in accordance with the Constitution.

The President also nominated Wilson Sossion and Antonina Lentojioni to serve as members of the Teachers Service Commission (TSC), filling vacancies in the constitutional body responsible for managing the country's teaching service.

Sossion, a former nominated Member of Parliament and long-serving KNUT Secretary-General, is expected to bring years of experience in the education sector should Parliament approve his nomination.

In another notable change, Isaac Mwaura has been redesignated from the influential position of Government Spokesperson. He has been promoted to head the Office of Diversity, Inclusion and Disability Rights within the Executive Office of the President.

Replacing him is Charles Owino Wahong'o, a former Police Spokesperson, who has been redeployed from the Ministry of Information, Communications and the Digital Economy. He will serve as the Acting Head of Government Communications and Government Spokesperson in the Executive Office of the President, bringing with him years of experience in public communication and law enforcement.

The President also nominated Flora Mutua to serve as a member of the Public Service Commission (PSC), while seven other nominees were picked to serve on the Intergovernmental Relations Technical Committee (IGRTC), subject to ratification by the National and County Government Coordinating Summit.

The nominations to constitutional commissions will now await parliamentary approval before the appointees can formally assume office.
